Harold R. ("Hal") Murray and Philip H. Smith founded Murray, Smith & Associates, Inc. (MSA) in 1980 with the dedicated mission of delivering high-quality, high-value engineering services to local, regional, state and federal agencies, private utilities and other institutional, commercial and industrial clients.

Over the years, MSA has built one of the strongest municipal engineering groups in the Pacific Northwest. Our team's demonstrated performance and excellent reputation has been key to the firm's continued growth and success.
